This is an intermediate-Advanced Firearms Course
This is a 28 hour intermediate - advanced course where statute requires physical demonstrations of proficiency in techniques learned in training. Students must already have basic handgun fundamental skills and proficiency. Physical elements of the training include:

The Instructor
Instructor Bryan Proctor is one of the first 12 instructors in the state to certify first responders for this certification. Bryan Proctor, a retired police officer and military veteran, is an accredited active killer response and School Safety Certification (Guardian) Instructor who certifies armed educators and ISD Police Officers across the State of Texas. Bryan is proud to now offer this certification to qualified First Responders all across Texas.
The Students
While this course is open to any LTC Holder, the certification from the Texas Department of Public Safety will be issued to students who meet the definitions of "First Responder" defined by Texas Government Code 419.021 (Fire) and Texas Health and Safety Code 773.003 (EMS)
The Details
The details and requirements of this course are specifically outlined in Texas HB 1069 Relating to the Carrying of a Handgun by Certain First Responders.
Students are not required to be first responders meeting the requirements in the bill to complete the course and will be required to submit a DPS form LTC-103A attesting to their meeting the First Responder definitions outlined in the bill to receive their final certificate from the Department of Public Safety. Students will be provided with the following upon completion of the course:​

DPS Form LTC-103A for submission to DPS by student

Course materials

Certified live fire and classroom training complying with TX HB 1069 and the Department of Public Safety

Submission to DPS by instructor of completion of training for the student via the DPS Form LTC-10 Class Completion Form
